In the film, the wife of worker, Lao Er, goes out to walk a dog that doesn't have the right to exist (i.e. a "dog raising permit"). A policeman appears and the dog is confiscated. If the family doesn't pay the fine--a considerable amount for his family--within the designated time period, then the dog will disappear from their lives forever. On November 30, 1994, during the 14th meeting of the 10th People's Congress of Beijing, the Standing Committee passed the "Regulations and Restrictions for Raising Dogs in Beijing".
